The whip vignette is to play with the streamers trying to cut them or remove them slowly undressing moodstone. Pros and cons to a tassel style cracker. The con is it creates a very light sensation and almost cannot be cracked. But it produces a consistent puff and controlled puffs can easily be ramped up. For the beginning whip thrower, it allows a larger margin of error, and for the beginning whip catcher isn't as scary as a loud crack and stinging pain.
