Realistically they should be the same length tails made by the same flogger maker. Practically they do not have to be the same leather, but can be mismatched to provide a variation in sensations. Say lamb or goat skin for one and cowhide or bison for the other just as an example. A matched set will provide a collection of ~the same number of tails and weight in each hand throwing.
